Romesh BhandariIt is almost inexplicable that the man who was indicted by the Allahabad High Court for his "colourable exercise of powers" was once the guardian of India's diplomatic service. The niceties of an ifs officer never left him as he played laat sahib in Lucknow's Raj Bhavan. But he quickly dispensed with the attachment. Late on February 21, in the midst of the general election, he sacked Chief Minister Kalyan Singh and swore in Jagadambika Pal as his successor. Pal may not have survived the trial of strength but Bhandari had ensured a compliant administration on poll day. That didn't prevent a BJP win though it did ensure a victory for his patron Mulayam Singh Yadav.
