Cover Story
IMAGES: ECONOMY
Year of Chaos

Streets swarming with new cars and more than seven lakh cellphones at last count -- and spreading at the rate of 20,000 a month. It was a mirage. Actually, everything crashed: the rupee, the stock market, the rate of industrial growth, imports and exports. The economy could achieve no more, given the cosmetic nature of economic reforms. That was beyond the ken of a lame-duck government.

Illusion: The spread of cellphones hid a grim economic reality.

"The finance minister's dream budget has become a nightmare."

--Yashwant Sinha,
former finance minister
and BJP leader
