As state after state falls prey to the great dry, government apathy only heightens the misery. It's a suffering so endless that it defies being catalogued.

Despite adequate warning signals most of the states failed to gear up to the crisis. The knee-jerk reaction now has only compounded the people's misery.

Farmers are reduced to daily-wage earners at relief camps. Cattle are left to die because there is no fodder. And the administration fears that water riots may break out.

The state has been through worse. But the real worry this time is the drastic depletion of the water table in Saurashtra and the north.
