COW COMMISSION
Has to raise Rs 1.5 per cow per day to get a matching grant from the Government for cow shelters. Is struggling to generate funds.

Commission Chairman G.L. Soni says he intends to innovate to generate money.

The plan is to sell cow dung and urine and maybe set up a cow-bull farm in Jaisalmer.

MINORITIES COMMISSION
Is supposed to protect minorities and act on complaints. Reduced to forwarding complaints to the Home Department.
Recommendations are ignored. Faces a stonewalling bureaucracy.

The commission has bare bones funding. Chairman M. Nizam has asked for Rs 1.57 crore to meet his needs.

LOK AYUKTA
Is supposed to investigate corruption charges, among other things. Hampered by lack of investigative powers.

No Lok Ayukta report submitted in the past four years has been debated in the Assembly.

Chairman M.C. Jain is seeking powers to direct investigating agencies.

HUMAN RIGHTS COMMISSION
Meant to look into allegations of civil-rights violations at the state level, this commission has achieved very little.

Chairperson Kanta Bhatnagar resigned in protest against the Government's indifferent attitude.

The commission did not get a penny of its proposed Rs 50 lakh budget, according to Bhatnagar.
