More
heads, less work-that's the state of the bureaucracy in India. A privileged
lot with guaranteed rights, pay and perks, they cost the taxpayers Rs
75,000 crore a year. The work culture makes them surplus but hard to get
rid of.

COVER
STORY: BUREAUCRACY
Garbage
In, Garbage Out
| Peons
aplenty. There's always a surplus of these Group D employees in the
Secretariat. |
| The
UDC/LDC, who sits across a partition wall from the pa, has no access
to a PC, and little file maintenance work. |
| The
personal assistant has a room and a pc terminal but little work except
taking short- hand dictation and word-processing. Computerisation
has reduced his work load. |
The
senior principal personal secretary (PPS) occupies an ante room
close to the secretary's office, which is the Secretariat's nerve
centre. Head of support staff, he guards access to secretary and
prioritises files.
|
| The
peon at the door of the secretary's room belongs to his personal staff.
He has no other duty except to switch the "busy" light in
the secretary's room red/green or to receive him from the car. |
| The
secretary heads the Secretariat, the main function of which is to
help the government in formulation and execution of policy. The secretary
is the administrative head of the ministry, and is answerable to the
cabinet secretary. He has the added advantage over the minister of
not having to face Parliament. |
| Secretary's
driver comes with the car. However, while there are over 6,000 staff
cars of the Central government (except Defence, Railways, P&T),
there are over 10,000 drivers. |
