Thinking
aloud the other day, a senior politician traced the woes of political
parties to 1969-when mid-term state elections in effect delinked parliamentary
and assembly polls. India then entered a relentless cycle of elections.
Practically every year there's a major round of campaigning and voting,
messy alliance formation and even messier government formation. As the
Congress victories in three assemblies in 1998 proved, even the ruling
coalition at the Centre is not insulated from local reversals.
The coming elections in five states-tiny Pondicherry
is being excluded from this reckoning-hold potential for a greater impact.
While the ruling NDA is defending its turf in Tamil Nadu and, in a manner
of speaking, Assam, this will be its first popular test after a season
of stench and scandal. For the Congress victory, even
if only as the junior partner of an unequal coalition in two states, could
mean that extra edge in the attempt to overthrow Prime Minister Atal Bihari
Vajpayee. In Kerala and West Bengal, India's ageing Left is readying for
a great battle, defending an enviable 24-year reign in the east.
Parties and programmes are the nuts and bolts
of politics. The sleek finish is the product of personality. Almost every
coming election has devolved into a presidential-style race, with chief
ministerial candidates often overshadowing the motley bands they lead.
