were the best of times for the Indian economy and the worst of times for
Pakistan's. Ahead of India on most growth rates and indicators of prosperity
till the late 1980s, Pakistan's performance fell on most yardsticks of
economic and human development in the 1990s. Kashmir from the east and
Afghanistan from the west have bled Pakistan for more than a decade. If
not for any other reason, economic compulsions should force Pakistan to
seek peace on its eastern borders. President Pervez Musharraf has marched
a few steps forward by promising to freeze the defence spending for 2001-2002
to the previous year's level. He can take a big leap forward by agreeing
to talk business with India.
