A fall of 3 per cent in those who perceive a better life in six months may not seem all that much, but it is symptomatic of a sense of creeping despondency over the Indian economy. There is a growing fear of change and uncertainty. Privatisation was opposed by only 37 per cent four years ago (India Today, August 18, 1997). In January 2001, the opposition intensified further and today it has become majority opinion. It is an indication that the Government will find it increasingly difficult to push through with a radical agenda of economic liberalisation. The mood is hostile.
