MISSED DIRECTIONS: Unimplemented reports of the councils

REVIVAL OF TRADITIONAL INDUSTRIES
Convener: Nusli Wadia
Member: Ratan Tata
Recommendations: 33, including textile dereservation, abolition of Tea Board, amendment to Prevention of Food Adulteration Act and automatic approval for new sugar mills. Only one implemented.

FOOD & AGRO INDUSTRIES MANAGEMENT
Convener: Nusli Wadia
Members: Ratan Tata, A.C. Muthiah
Recommendations: 58, including setting up a food development bank, an agriculture insurance corporation, a centre for crop forecasting and promotion of cooperative and contract farming. None implemented.

AVOIDING PITFALLS OF GLOBALISATION
Convener: Rahul Bajaj
Member: Sanjeev Goenka
Recommendations: 35, including a Fiscal Responsibility Act, statutory power to Expenditure Commission, autonomy to banks, deregulation of interest rates, a competition law. None implemented.

GETTING DISINVESTMENT GOING
Convener: G.P. Goenka
Members: Rajeev Chandrashekhar, Nusli Wadia
Recommendations: Exact mode of disinvestment for 103 PSUs, a 21-step road map for privatisation and recommended possible strategies for the Disinvestment Ministry (DM). Only one implemented.

UNSHACKLING INDIAN INDUSTRY
Convener: Nusli Wadia
Member: Ratan Tata
Recommendations: 29, including a paperwork reduction law, annual assessment of work cleared by officials, setting time limit to government response, easing closure laws. None implemented.

PROMOTING KNOWLEDGE-BASED INDUSTRIES
Convener: N.R. Narayana Murthy
Recommendations: 20, including easier purchase and ownership of overseas companies, free pricing of stock options, investment by pension and insurance companies into venture capital funds.
A few implemented.
