REFORMS IN EDUCATION
Convener: Mukesh D. Ambani
Member: Kumaramangalam Birla
Recommendations: 14, including free & compulsory education for children up to 14, common system of education, financial guarantees for student loans and foreign investment in education. None implemented.

CAPITAL MARKET, FINANCIAL SECTOR REFORMS
Convener: Mukesh D. Ambani
Member: R.P. Goenka
Recommendations: 41, including abolition of BIFR, setting up of asset reconstruction company, dual nationality schemes, and FII investment in debt markets. A few implemented.

PROMOTING SERVICE INDUSTRIES
Convener: A.C. Muthiah
Recommendations: Gave six recommendations and endorsed earlier reports like the National Strategy of Development of Tourism 1996 and the Action Plan on Tourism 1992. Suggested a sub-committee to develop a five-year plan. Most not implemented.

ADMINISTRATIVE AND LEGAL REFORMS
Convener: Kumaramangalam Birla
Members: Ratan Tata, Nusli Wadia, P.K. Mittal
Recommendations: 15, including setting up of an Investment Promotion Board to cut delays, creation of Indian Judicial Service and establishing national law schools in four zones. A few implemented.

REFORMS IN HEALTHCARE
Convener: Mukesh D. Ambani
Member: Kumaramangalam Birla
Recommendations: 12 recommendations, including setting up of a healthcare development fund, higher taxes on liquor and tobacco and corporatisation of government hospitals. None implemented.

INFRASTRUCTURE DEVELOPMENT
Convener: Ratan Tata
Recommendations: 60, including setting up of power trading corporation in states, splitting of dot into four companies, grant of more power to TRAI, doubling of tax holidays for road projects to 10 years, a regulator for water. A few implemented.
