INDO-US MILITARY ALLIANCE

US Proposes, Delhi Weighs

AMERICA’S DEMANDS
Naval Protection for US ships in Indian Ocean
Tactical command and control

Communications (secure and non-secure)

Engagement rules and use of force

Weapons and use of force

Legal liability issues
EXPECTATIONS FROM INDIA
US and Indian navies would operate very closely. US ships would get Indian naval protection from Gulf region to Straits of Malacca. Indian Navy could have a com-bat role if US ships are attacked by, say, sea pirates or terrorists. Operational command would be Indian.
IMPLICATIONS
India would be seen as a strategic partner with access to secret US military communications in Indian Ocean. Would enhance the profile of the Indian Navy in Asia. But India may have to bear legal liability of any military action it takes in this role.
AMERICA’S DEMANDS
Training facilities for American troops
Use of these facilities by US marines

Combined Indo-US sustainment training

Range for live firing and air-land training

Manoeuvre area for field training exercises

Use of Indian military training facilities

Joint military field and tactical exercises
EXPECTATIONS FROM INDIA
India would provide a military base and large areas for training purposes, particularly facilities for tri-service operations. This would expose US troops to India’s capabilities as some training areas will need to be shared. Could lead to political protests within India.
IMPLICATIONS
Training areas could be at naval bases in Karwar, near Goa. Or in Andaman and Nicobar Islands. US troops could participate in exercises in Rajasthan or along the Himalayas. Permits US to enhance its strategic reach within the region.
