What is CTBT?

A flawed effort to ban nuclear tests

SINGLE CLAUSE: The treaty envisages a ban on all nuclear explosive testing. Not yet in force. Major signatories include the five nuclear weapon states.

INDIA'S RELUCTANCE: India, citing security concerns, said it wouldn't sign unless the nuclear weapons states agreed to a time-bound disarmament plan.

UNFAIR TREATY: Treaty rammed through despite Indian objections. Provision notes it will not come into force until India signs it.

WHAT NEXT? In 1999, a review by the 149 signatories will decide whether to modify or scrap it unless, of course, India signs it by then.
