Introduction

When the appointment of this Commission was notified by the Government of India in the Ministry of Home Affairs on 23rd August, 1991, another Commission of Inquiry headed by Mr. Justice J.S. Verma, Judge, Supreme Court of India, was already inquiring into the security lapses, etc. of the assassination of Shri Rajiv Gandhi, former Prime Minister of India, at Sriperumbudur (Tamil Nadu), on the night of 21st May, 1991. What were the reasons which led to the constitution of this Commission to inquire into the conspiracy aspect, etc. of the assassination of Shri Rajiv Gandhi, in addition to the Verma Commission of Inquiry, instead of constituting one Commission of Inquiry with comprehensive terms of reference as had been done by the Government in the case of the assassination of Prime Minister Smt. Indira Gandhi and in whose case Thakkar Commission of Inquiry was set up by the Ministry
